Well, I've finally decided to start posting this guide. If you, (as a mod) feel that it should be in any was --CENSORED-- or whatnot, go right ahead. Also, if you would like, you could make a new subforum for this topic, so that when I am finished (even though I probably won't), it will remain and be easy to find...
With this guide, I will include screenshots of the NPC, where they are on a map, how to find them, and what items are required for the quest. I'll also include the monsters that drop the items, and the best map to find them on. There will also be coordinates.
(To use coordinates, type "/where" in your chat box. You will see something along the lines of: "Payon Town(payon) : (158,220)" appear. The word in brackets indicates what map you are on, and the coordinates indicate where on that map you are. The coordinates are based on an X / Y axis graph, seeing as RO is a tile-based game. So if you move up one square, the second number will go up, if you move right, the first number will increase by one, and the same goes for the other directions. You'll figure it out yourself, I'm sure.)
OKAY.
The first hat that I'll show you about is... everyone's favorite... Sakkat.
The NPC is in Izlude, just north of the warp. Coordinates are: (135,101).

The NPC will ask you for 120 trunks and 10,000 zeny. Trunks are dropped by quite a few monsters, most of which are fairly strong. I would recommend karakasas, seeing as willows do not drop them as often as I'd like. Karakasas can be found one map north of Amatsu town. (Use your mini map! Warps are indicated by red dots!) Karakasas also drop Slick Paper and Oil Paper, both of which are useful for other quests, so I'd advise hanging on to those.
Simply give the NPC the materials, and you're done!
The sakkat looks like this:

It gives: Agi + 1, Defense + 3, It has 30 weight, and every job (including novices) can use it!

The next hat I'll provide you with is... the Party Hat!
The NPC for this is in the Lutie Tool Shop. The tool shop is actually just west of the town warper, you really can't miss it. If, in case you do, then here it is:

The exact coordinates of the NPC are: Inside Lutie(xmas_in) : 35,30.
The NPC is the person who I'm standing right next to...

The quest requires:
1 Santa Hat
100 Oil Paper
100 Slick Paper
The Santa Hat can be found by killing the Santa Porings who run around in Lutie...
And the Oil and Slick Papers you can get from... Karakasas! They're found one map north of Amatsu. The entrance to this map is symbolized by the red dot in the northern part of your mini-map.
The Party Hat uses the exact same sprite as ImmunityBow's famed 2nd Year Anniversary hat, which he never EVER let me use. D:
For those of you who don't know, it looks like this:

Also, when you finish the quest, the NPC will give you 10 Feathers. I'd advise holding onto these, as there are some quests that use them, specifically, the Chef Hat.
The hat gives: Luk + 1, Defense + 3, 30 Weight, and can be used by every job (including Novices!)

Well... I guess it's time for another hat quest!
This one is called Decorative Mushroom, and, well, it's a mushroom that you wear on your head. Plain and simple. The NPC is in Geffen, at: 67, 87.

For this hat, you only need 300 Mushroom Spores. You can get these by killing Spores, Poison Spores, as well as Red and Black Mushrooms. I personally got mine by killing mushrooms, because they give 2 Mushroom Spores, 1 Poison Spore, 1 Red Blood / Crystal Blue, 1 Feather, and some other drops sometimes, but it can be a bit slower than some other quests. However, if you're doing multiple quests at the same time (or want to earn a bit of zeny along the way), they're a good alternative.

The hat gives 2 defense, weighs 10, and is usable by every job, including Novice.

...and yet another one! This hat quest is for a set of Antlers. They're... well, antlers.
The NPC is inside the Alberta Hotel, on the second floor, in the room down the hallway. The coordinates are: Inside Alberta (alberta_in): 122, 53.
Use the minimap to find the hotel entrance...

Once inside, go up the stairs...

Then go down the hallway and take the SECOND door.

Once inside the room, talk to the FIRST NPC you see.

The NPC wants 20 Evil Horns. Evil Horns are actually rather difficult to get, seeing as you have to get into Hidden Temple level 3, and then kill Baphomet Jr's to get them. (Or, if you're insane, you could always try MVPing Bapho...)
Anyways, the pattern for getting into Hidden Temple Level 2 from the entrance of level 1 is:
East, East, South, East, North, or by rooms:
Poring, Horns, Dustiness, Sidewinder, Savage, Level 2.
Once in level 2, just head north, and you'll end up in level 3. Be warned, it's not easy to survive in there at lower levels.
The headgear looks like this:

I have multiples of this headgear, so if you don't want to hunt Baphomet Jr's, you can always buy a set from me. PM me in-game.
The headgear gives 4 defense, weighs 50, and can be used by every job except Novice.

All right, this quest is rather hard. As in... very hard. It will require farming plants. Yay, plants. Ahem. Anyways, this quest is for the PhD hat. It's a hat. Worn by a PhD.
The NPC for this hat is in a building in Prontera. The entrance to the building is actually quite close to the town warper.

The NPC that gives you the hat is the only NPC in that building! And for those of you who MUST be blind, here she is!

This NPC wants:
1 Aloe
1 Ment
1 Hinalle
1 Illusion Flower
All of these flowers are dropped by plants. Green Plant for Aloe, Red Plant for Ment, White Plant for Hinalle, and Shining Plant for Illusion Flower. Please note that the drop rates for these items are not high whatsoever, so... good luck with the quest, if you choose to do it. Plants can be easily found in the Yggdrasil Tree. Simply go through both levels of the Umbala Dungeon, and you will end up in a map with nothing but plants. Begin a senseless massacre, and eventually you will find your items. Eventually.
Anyways, when you complete the quest and have finished banging your head on the desk for wasting your only Illusion Flower (I hope I'm not the only one), you might decide to put on the hat. The hat looks like this:

The hat gives 3 defense, weighs 20, and can be used by every job except for Novice.
....my poor illusion flower. RIP.
NOTE: THIS HAT CAN BE OBTAINED FROM THE MVP EVIL SNAKE LORD, IN GONRYUN DUNGEON LEVEL 3. PLEASE THINK ABOUT IT, BECAUSE KILLING HIM IS BETTER THAN WASTING AN ILLUSION FLOWER.

Hey, sorry for the delay in between hats, but I've gotten another one. This hat is the straw hat. It's a hat. Made of straw. Whoop-de-doo.
Anyways, the NPC for this is the exact same NPC as the one that gives the Party Hat. For those of you who don't remember, or are too bloody lazy to scroll up, he's inside the Lutie Tool shop, which is just west of the town warper.

The NPC that gives the hat is the one wearing a coat and a toque.

The quest requires:
1 Sakkat
300 Piece of Bamboo
300 Tough Vine
You can get a Sakkat by following the instructions for the Sakkat, which is the first post in this topic. If you miss it, well, you're hopeless. The pieces of bamboo you can get from Karakasas and Dumpling Child(ren). I would recommend Karakasas, seeing as you get quite a bit of material from them. They're 1 map north of Amatsu town.
The Tough Vines are actually the hardest part of the quest, by far. You have to get them by killing dryads. Dryads are fairly tough for low level characters, so I would recommend that you have a fairly high-level character to do this. Also, having either a Moonlight Clip (Joker card), or a thief-class character would help loads, seeing as there aren't many dryads on the map. Steal can save a lot of time. (I avoided killing 50 extra dryads by using steal. :D)
The map is two maps south of Umbala, and then one map west.
The hat looks like this:

The hat is pretty much an upgraded Sakkat. It looks a bit uglier, though.
Anyways, the hat gives: Agi + 1, 3 Defense, Weighs 20, and is usable by every job, including Novices. However, the hat also now has a level requirement of 50, which is rather stupid. I mean, who has a level 50 novice?
This hat is used in the next hat that I will be making, the Sombrero. I'll have that up by tomorrow. Anyways, have fun, and happy farming dryads if you're actually doing this quest...

Anyways. 2:50 AM, and I got a new hat. Lawlhat. This hat is made of lawl and hat, quite frankly. The hat is the Sombrero. If only it was massively oversized...
The hat comes from the same NPC as the Party Hat and the Straw Hat. So... head to the Tool Shop in Lutie.

The NPC that you want to talk to is the one with the white puffy jacket.

The materials needed for this hat are:
1 Straw Hat
50 Cactus Needle
1 Guitar [0]
The Straw Hat can be obtained through a quest. You'll the quest details right above this post.
The Cactus Needles come from Mukas. They're 2 maps south of morroc. They're not particularly tough at all, but all those looters are annoying. Kill the Dragon Fly while you're there.
The Guitar can be bought at the Comodo Weapon Shop. The following is a picture of it. Use the mini-map to find it.

Anyways, give the NPC the items, and you'll get your sombrero. The hat looks like this:

The hat is like an upgraded Sakkat, again. Here are the stats.
AGI + 1, Defense + 4, Weight: 35, and it can be used by every job EXCEPT Novice. (This means that your best bet is to stick with a Sakkat, seeing as the Straw Hat has a level 50 requirement.)
There you have it. A sombrero. I think I'll go get something to eat now.

...2 and a half hours later, I came back from an item farming trip with a new hat. It's the cowboy hat! O_o;
The NPC for this one is in the Lutie Tool Shop. Once again, go to Lutie, and then walk a bit to the left...

The NPC that you want to talk to is NOT the Tool Dealer (he sells tools, not hats), but the Hat Merchant. (He obviously sells hats.)

The quest for this hat requires:
1 Western Grace
108 Claw of Desert Wolf
108 Soft Blade of Grass
4 Burning Horseshoe
The Western Grace can be found by killing Vagabond Wolves, but I'm sure someone in Payon has one they're willing to sell. Vagabond Wolves are in the Hidden Temple levels 1 and 3, as well as in the Payon Guild dungeon.
The Claws of Desert Wolves can be found pretty much anywhere in the Morroc Desert, but I farmed mine 2 maps south of Ant Hell, from the Dungeon Warper. Steal helps quite a bit here. Simply kill the wolf, and pick up the claws.
The Soft Blades of Grass are the most difficult part of the quest. You get them from killing Parasites. To get to the Parasites, go to Comodo, go 2 maps to the west, and then one map north. On this map, however, there are also dragon flies, gryphons, and pests. Be careful. Steal probably won't help much here, because parasites have many other drops that you don't need.
The Burning Horseshoes can be gotten by killing Nightmare Terrors, in Magma Dungeon Level 2. The Nightmare Terrors, as well as the other monsters in the dungeon, are very strong. I would advise either asking a high-level character to go get them for you, or to bring lots of healing items.

The hat has no special effects, but it still does give some decent defense. Here are the stats.
Defense + 4, Weight: 50, Usable by every job including Novices.
This hat was first created on Taylor's Gunslinger, named KinzokuEX. I don't know why I put it in. I just did.

I guess I'll go to sleep in about.. 10 minutes or so. Anyways, there's a new hat that I didn't get, seeing as I didn't have the luck to get a Big Ribbon on my first go at Toad. Grats to you, Spexie. <3 Anywho, this hat is the Back Ribbon. It's like a Big Ribbon, except it's worn on the back of the head.
The NPC for this is in Prontera, North of the warp.

To make this item, you need:
1 Big Ribbon
1 Ribbon [1]
1 Silk Ribbon
You can get the Big Ribbon from killing Toad, 3 maps west of Prontera.
You can get the Ribbon [1] from Familiars, in Payon Cave.
And you can get the silk Ribbon by giving a Ribbon [1] to the Pet Item Maker in a building in Aldebaran. (I'll post photos later. I'm dead tired.)

It gives 0 defense, weighs 10, and is usable by every job.

HUARGH, I'M BACK. WITH STUFFS, LAWLS.
Anywho, even though I didn't get any new hats because I was focusing on re-leveling my homunkeyless, I guess I could post some of the other hats I had.
So... this hat is the Pretend Murdered. It's pretty much a fake knife sticking out of your head. Good times.
This is the NPC. My character is wearing the hat, eliminating the need to take more screens. Lawls. It's just south of Payon Square. If you haven't been down there, you are made of phail and lawls.

The quest for the hat is 4 Skirt of Virgin. These are an uncommon drop from Sohees, in the 3rd level of payon dungeon. You might get them in your first 4, or first 4000. Doesn't matter.
So yeah. The hat gives 1 defense, weighs 10, and can be used by every job, including novices.

Heh. No timestamping for phreak here. Anyways, here's another hat that I've had for ages. Teh rainbow eggshell. It's an egg shell, except that it's got spots on it in blue.
The NPC for this is the Vending Machine Man in the northern part of Lutie. Just head upwards towards the toy factory, and he'll be behind a fence on the left side. Here's a screen...

The quest requires:
1 Egg Shell
50 Claw of Desert Wolf
1 Cobaltblue Dyestuffs
The Egg Shell can be obtained from 2 monsters: Picky, and Eggyra.
I would recommend Eggyras, because they drop the hat at a 2% chance. They're in the second level of payon cave. I would recommend bringing a fire element weapon with you, because they are ghost property and you'll only do 1/4 damage. Plus, you'll get bonus damage on the skel soldiers and archers in there.
The Claws of Desert Wolf can be gotten of Desert wolves. The map I use to farm mine is two maps south of the Ant Hell warp. There are also sidewinders on that map, so watch yourself if you're lower leveled.
The Cobaltblue Dyestuffs are the hardest item to get in this quest. There is a quest for these, but I'm not gonna post it until later. Because I'm a lazy bum. Har-har. Just OBB / OVB them, or buy them off me or Spexa.
The hat itself looks like this:

The hat gives 4 defense, has a level requirement of 19, and is usable by every job.
However, you cannot upgrade it, because it's still an eggshell. It'll break. Anywho, have fun with your questing. Whatever.

Okay, it's time for another hat. This hat is a requirement for the Cooking Quest, so it's a good idea if you make it. But it's rather time consuming. Rather.
Anywho... the NPC for this quest is the same NPC as for the Rainbow Eggshell. Just go to Lutie and head north. He's behind a fence on the left side.

The quest requires:
1 White Dyestuffs
120 Piece of Cake
330 Feather
450 Dragon Scale.
Ask Spexie or me for the dyes. Or you can OBB / OVB them. Can't be arsed to post hat quest.
The pieces of cake can be obtained from Myst Cases in Lutie Dungeon (1 map North, then go up the pile of presents in the middle of that map). They don't drop 100%, but they drop pretty high, so it shouldn't take that long. They also drop pearls. Sell for some zennies.
Feathers can be obtained from weak monsters like lunatics, fabres, and pickies. No problem if you just collect them when you're a novice or something.
The Dragon Scales are kind of hard. You can either be hardcore and gather them in the abyss dungeon, economical and gather them at dancing dragons (head to louyang, exit at the top left, and go to level 3), or boring, and farm them at sky petites (warp to coal mines and head one map east). Whatever. Steal is handy here.
The hat looks like this:

It gives: DEX + 1, Defense + 1, it weighs 30, has a level requirement of 50, and can be used by every job except for novice. Again, this hat is used in the Cooking Quest, so if you want some extra stats, it's a good idea to pay me arseloads for food. Or make the hat and do it yourself after I post the quest.

Hokay. I've decided that I'm not going to sit in Payon for ALL of the time. Just most of it. In any case, the next hat I'll be showing you is one of my favorites (for female characters, anyways). It's the Decorative Golden Bell, the same one that Sohee wears. Except that this time, you can actually equip it.
The items needed are:
1 Golden Bell
1 Emperium
3 Gold
20,000 Zeny.
All 3 of these items can be obtained while killing Golden Thief Bug, the MVP in the Prontera sewers. To get into the sewers, simply go to prontera, and head in the 11 o'clock direction. This is the Knight Guild. One of the NPCs in there will try to recruit you to join the sewer cleanup team (yuck!), and will give you some healing items. Chuck them, they're almost worthless unless you're level 10 or something. Then head down into the lowest level, and he lurks there much in the same way that I lurk in Payon.
The quest NPC for this is in Yuno. The building is kind of hard to get to, but I found that the easiest way there was to walk to the northern part of Yuno, across the bridge, then turn right and continue, cross the bridge, and it's the building with the blue-ish pentagram on the floor outside. The following is an image of what the outside looks like, but you can also use the minimap from the picture to navigate your way there.

Walk inside the building, and the NPC is the first one that you'll see: a female blacksmith. For those of you who are either blind, don't know what a female blacksmith looks like, or both, the NPC is right in front of my priest.

I don't know why, but this hat seems to win. Stat-wise, it's godawful, but it looks amazing. Doesn't that remind you of a certain VALKYRIE HELM? >__>; In any case, the hat looks like this:

The hat gives 2 defense, uses both upper and middle slots, has a level prerequisite of 35, and is usable by every job except novice.
So yeah. Best hat ever. Another guide will be up soon, when I'm bored enough.

This next hat is the second hat in the "monster-worn hats" series, the Crown of Ancient Queen. It's worn by pet Isises, although I doubt anyone actually has one, neither crown, nor Isis. In any case, I did, and I'll be posting the quest.
The hat requires:
1 Queen's Hair Ornament
1 Emperium
3 Gold
20,000 Zeny
The Queen's Hair Ornament is obtained by killing the MVP Maya, in the second level of Ant Hell. She teleports far too much. You'll either get killed by her, or your head will explode out of sheer frustration. But don't worry, we all hate Maya, and she hates all of us. The rest of the items you can get from Golden Thief Bug. (Read my previous post for his location...)
The NPC for this hat is the same as the one for the Decorative Golden Bell, so PLEASE scroll up one post, seeing as I really can't be arsed to type out the directions again. I could copypasta, but... feh. It's easier for you to scroll up, anyways. Plus, you'll have to look at the Golden Bells. Which win. In any case...
This hat doesn't look as good as the Golden Bells, however, it's better statistically.
Here's a picture:

The hat gives 4 Defense, is equipped on ONLY upper, requires a base level of 45, and is usable by every job, including Novices.
Truth be told, I don't like this hat. It looks like Gravity skimped on the spriting for this one, but it's still a rare hat, and as such, gets stuck in my storage to gather dust.

...and this is the final hat given by that particular NPC. It's the Crown of Mistress, and this is also one of those hats that just plain wins.
The hat requires:
1 Coronet (dropped by Mistress)
1 Emperium
3 Gold
40,000 zeny.
As usual, the Gold and the Emperium can be obtained through farming the Golden Thief Bug in the Prontera sewers. The coronet you have to get by killing Mistress, one of the most aggravating bosses in the game. Level 28 Jupitel Thunder agrees. She can be found by warping to the Coal Mines (Dungeon Warper), and then going 2 maps east. Have fun with your EXP loss!
Please refer to the post with the Decorative Golden Bells, seeings as I don't really want to put any more images than necessary in this guide. Please note that I will also be adding a table of contents in the first post, assuming that I have time.
The hat looks like this:

The hat gives: 0 Defense, 2 Int, and +100 SP. It also requires a base level of 75, and it is indestructible. This means that it cannot be removed via Strip Helm, or if someone's weapon will break a random piece of armor when attacking. The hat weighs 10, and is usable by every job except for novice. Also, this hat is for female characters ONLY. (It would look stupid on a guy, wouldn't it? O_o;)

This quest was done by my good (and one of my only, sadly) friends, Spexie. Haha. She did the blush quest, and provided the images. So, credit is given where credit is due.
Okay. Blush. This quest needs 100 Alice Aprons. Spexie happened to farm hers in the second level of Thanatos Tower, however, I also did the quest on this server (and didn't bother posting it). Besides, her screenshots look nicer. Anywho, the best place to farm Alices on
this server is on the first level of the Keil Dungeon. To get in, there should be a grave near where you appear. It's marked: "Switch". Click it, and you'll be in the right place. There are a bunch of alices here, and they have no respawn time, so rampage away.
The NPC is the same NPC that makes the chef hat. To get there, warp to Lutie, and head north along the railway tracks until you almost hit the entrance to the Toy Factory. On the left side of the path there should be a fence... behind the fence is an NPC called Titicupe. Talk to him, and you'll get your itam.

Anywho, the headgear looks like this:

It gives no stats, no defense, and weighs 10. It's a for-fun headgear, so it's usable by every job, including novices.

Whoo! I'm back! And I have a new hat for all of you!
Okay. This hat is the Bird's Nest. It's, well, a bird's nest, plain and simple. Nothing much to it.
The quest for this hat is:
920 Feather of Birds
310 Bill of Birds
1 Sombrero
The Feather of Birds come from Pickys. Yes, you will have to kill 920 (or less, if you use steal) of them. It takes forever, I know. The map with the most of them is 1 south of morroc, but there are drops there. Lol, looters.
The Bill of Birds come from Peco Pecos. They can be found 1 map north and 1 map east of morroc. Yes, 310 birds to be killed again, only for a little nest. Who knew? Anyways, get the items.
The Sombrero comes from a quest NPC. Check the upper sections of this guide for the information for the sombrero, because I can't be arsed to post it again.
The NPC for this hat is in Gonryun town. It's near the center of the town, except it's a little to the north-east. Screens.

The hat is kind of plain, but the stats make up for it.

The hat gives: AGI + 2, -10% damage from brute-type monsters, and 1 defense.
It weighs 40, and has a base level requirement of 59. It's usable by every job, including Novices.
(But really, who has a level 59 novice? >__>;)

I'm done with RO for a long time now.
After converting the whole thing from C to EBOOT format and having it not work, I'm pissed. Enjoy your .01% done ingame quest guide.
Check ratemyserver.net and look for the custom dRO NPCs ingame if you want the quests, it can't be all THAT hard to figure out.
And no, you can't have my hats.
