That rule's been around forever, but I was the one who kept citing it...

Seeing as how NO one seems to read the new rules, I will just inform you that sense we have STATIC quests you can do more than one at a time. And pet quests are not working right now so don't get your hopes up about that. Sorry.

That item is from iRO's OLD database. I don't believe it shows up as that anymore but instead moonies bell necklace.....if anything at all....

We just added this item to the game. I will check the stats for you, and just FYI, all quests for recently added items are coming to the game ASAP

that looks great.
so does this mean that I do forum quest or wait a while for in game quest?

The quests for all none NPC items are posted in the quest archive. Check there for existing quests, if one is not listed, then post a topic requesting the quest to be made. Then check the Archive again.
