alright, since i have looked for an existing quest for

On the server that picture was taken, yes. It was changed for DRO to equip on Mid.

The quest for Vampire Wings has not been posted yet. I am working down he list of new items, and that one is next. So please be patient. But you can rest assured that the Mini Wing Item will be required to make the Vampire Wings. Just like it is used in the Action/Phoenix Wing quests.
