Well the sprites exist it would probably take up another id in the data folder, a few minutes of minor scripting, a server restart and a ninja.

I can't get you the phoenix wings and the eyepatch sprite at the same time. But I can make a custom eyepatch that has the stat bonuses of the phoenix wings. The quest would involve both the regular eyepatch and the regular phoenix wings, plus some other items.

I can just make a quest that would require a regular eye patch and phoenix wings then some other items to compound them into each other. Although I see this turning evil very quickly. Everyone is going to want their Custom item stats on a different item because they do not like the way the custom item works.

Final Decision:

With every headgear you equip, you have to look at it and think about what else you can't equip. You have to plan ahead to what stats you want benefited from the headgear, and weigh that against how you want your character to look. You have to make the decision of which you want, and these wings are no different.
The eyepatch with phoenix stats will not be made, sorry. You'll have to decide which you want to wear.

Possibly a lil late, but my suggestion is to use the wings for training/grinding, and patch for when you want to just bum around.
