I can't use the Gattling Fever skill with my Drifter, it just keeps stating that the skill can't be used with my current weapon. Furthermore, the Drifter now seems to have the same ASPD as a grenade launcher.

Tested while on a gunslinger with 5 agi shows the ASPD change from 62 to 63, though when tested with higher agi, it doesn't seem to change.
How big was the difference in ASPD before?

at 99+1 AGI and 21+7 DEX, its at 118 ASPD, which is equivalent to the shotgun and grenade launcher: ridiculously slow for a gattling gun of all things. It should be 162, the same as a pistol, which was how it was before.
